Issue 17 is endorsed by David James, Superintendent of the Akron Public Schools:
“Akron Public Schools have never received income tax money directly from the City. Rather, APS gets revenue from the City’s sale of bonds.
Nothing will change in the way that bond revenue is turned over to the Schools. From early on in the project, both the City and the Schools have recognized that it would probably be necessary at some point to extend the tax, in order to complete all of the buildings that are now planned.
Furthermore, as Akron school enrollment declines, the State of Ohio is contributing less money so the share that the City & Akron Public Schools must pay continues to increase. From our continuing conversations with parents and teachers, there are things that everyone wants included in the buildings that the State program does not fund. For example - additional classrooms, larger Special- Ed classrooms, additional administrative offices in some buildings, multi-purpose fields or additional gyms in high schools.
By asking for increased quality in the buildings, and recognizing declining enrollment, these are the major reasons why an extension of the tax period is necessary.”
